Well they are eligible for student finance (Loan) so I would be asking why they have not applied for it? Would not really matter anyway, it would be applied as notional income.
Sorry, forgot about the grant, I guess if the grant attracts the “normal” disregards as appropriate then yes, otherwise it would count as income as well.
