Indeed John, sometimes one can tell that customer will still want to appeal even if decision partly revised in their favour
With regard to overpayments, we have found recently is that there are claimants who whilst receiving HB get used to having an ongoing deduction to clear overpayments that have built up. Often due to unreported changes in their circumstances.
Once HB award ends,and they get invoiced for the oustanding balance, they then start arguing that they didn’t realise that the overpayment(s) existed. By then the claimant could well be out of time if have been correctly notified, and there are no exceptional circumstances that have prevented them appealing.
