Is the CSS provided by or on behalf of the landlord? In this instance it seems not, regardless of the clause in the tenancy relating to engaging with support, it appears the landlord has no involvement in providing or sourcing the care and this seems to me like more of a floating support arrangement. Is there an SLA or contract in place at all between the landlord and the care provider?
How is the landlord monitoring the engagement with support services? Are they regularly meeting with tenants, or signposting etc? Or are they providing any IHM functions that could be CSS? If this is being done could it be more than minimal CSS?
