I would like to know the answer to you query too. Especially whether a CIC is a registered charity or a voluntary organisation, as it doesn’t look like they are to me. In the case I am looking at, the CIC is definitely the LL, and I’m thinking wouldn’t get past the first criteria to claim HB under SEA regs if they are a private company.
