i think the fact that HB is payable only at one address rather than both means there isnt a time limit…. although an authority i used to work for had a similar case, the temp accomm was in a neighbouring borough – and hey presto a claim had been made there with no mention of the “permanent” home in outr area which was being repaired and HB also being claimed for..
