i think you have to insist on-the code – the home office website says that bio metric residency card etc cant be used as proof of right to work/right to rent etc and that codes will be issued when the customer needs to demonstrate proof of their status.
Much like hiring a car requires a code to show the drivers DVLA recird – paper docs/cards dont show the current status.
