Doubt that is confined to London. Some years back my service charges included an amount for a 3 yearly refresh of all communal areas. This was specified as lighting; painting; woodwork; carpets; external door frames of flats; porch area of communal areas including wood and metalwork of post boxes and so on. Lived there 8 years and was still waiting for the first refresh when we sold. Go back regularly to visit friends who only just failed to take on the management responsibility themselves. We are now at the 28 year mark and there has been 1 refresh. A quick check of the service charges shows that, yes indeed, all concerned continue to pay for that 3 yearly refresh.
