What do you mean by “probate determines ownership”? Are you referring to probate ending the Council Tax Class F Exemption (after an additional 6 months)? If so then the liable person for the Council Tax will be determined by s^ of LGFA92. But the determination under S6 isn’t affected by probate, that I can think of.
