So the question is….is a new claim for HB needed? If the claim has been terminated then yes unless the exceptions apply (pensioner, temporary etc).
If the claim has not been terminated and / or there is otherwise a reason for continuous entitlement then no.
(PBirks….are you thinking of reg 12 where the tenant carries out repairs in lieu of paying rent? Not sure that applies here from the info suggested).
