That’s the thing though – the way I read the regs is that the student is only eligible if a lone parent and/or both the clmt AND partner are students with a dependant child. Otherwise why does it specify that a lone parent is eligible when all the reg would have to say is that a dependant is resident in the household. I’m just not sure that they fit the eligible criteria simply by there being a dependant in the household.
