Yes, you have one applicant who owns the CTS award – only that individual needs to satisfy the eligibility requirements. The means test follows the normal rules for people on UC, which in a conventional scheme means you use max UC as the applicable amount and use the DWP’s income assessment, which will include any income the partner has.
If they get more CTS as a couple than the applicant would have got as a single person (and loss of a single person discount is a factor in this), they might want to consult an immigration adviser to see whether it might harm the partner’s prospects of getting ILR when the time comes.
