UPDATE
After submitting our submission to HMCTS with the argument that, regardless of who was to blame between the claimant and landlord, support had ceased to be provided, and as the claimant was in receipt of UC he should have made a claim to them for housing costs under regular tenancy rules, the appellant (presumably guided by his rep at CAB) has withdrawn his appeal.
