love the way HB is singled out – of course UC never ever pay any housing element to ghost tenants do they?? At least with HB, there is a glimmer of hope of local knowlwdge, being able to check ctax records etc…. UC generally rubber stamp it and award.
getting rid of fraud investigations at LA level was a bit short sighted wasnt it…..
