In the past of course many items that found there way into service charges were included in the rent. Because rent increases have been capped, more has been added to the Service Charges and residents are now clearly aware that they are paying for services they are not getting.

The situation with leaseholders is even worse by the sound of it, and thats before fire and cladding related issues are taken into account.

The Republic of Ireland has a Property Services Regulation Act

Which it has been suggested we adopt in the UK

Annual income twenty pounds, annual expenditure nineteen nineteen and six, result happiness. Annual income twenty pounds, annual expenditure twenty pounds ought and six, result misery. The blossom is blighted, the leaf is withered, the god of day goes down upon the dreary scene, and—and in short you are for ever floored.
