While most HA’s are also Registered Providers (RSL’s in old terms), they do not have to be. The definition of Housing Association includes non-profit status and is separate from being registered with RSH.

This does mean that, if it is specified (but NOT exempt), it is HB (not UC) but the rent will be restricted to LHA because only Registered Providers are excluded tenancies.
