“– if it provides exempt accommodation, you must make RO referrals when the events specified in Reg 14 occur. That means you will be phasing in RO determinations as new tenants arrive and when there is a scheduled rent increase under a term of the tenancy. HB will be assessed under exactly the same rules as it was before they de-registered (preserved Reg 13), so if you were paying full HB at that time you don’t really have any reason to change the approach now; but your subsidy will be limited by reference to the RO determination”

i am really surprised by this. I thought the referral would need to be done as soon as the landlord changed and didnt meet the previous criteria of being exempted from referral…… doesnt Reg 14(b) say this?
