HB will be assessed under exactly the same rules as it was before they de-registered (preserved Reg 13), so if you were paying full HB at that time you don’t really have any reason to change the approach now; but your subsidy will be limited by reference to the RO determination”

i am really surprised by this. I thought the referral would need to be done as soon as the landlord changed and didnt meet the previous criteria of being exempted from referral…… doesnt Reg 14(b) say this?
