I think CLAWD 12/20 was just reminding you that normal temporary absence rules cover this: providing medically approved care has always been a basis for allowing up to 52 weeks’ temporary absence. The bulletin was also saying that no special easements were being applied, by contrast with the easement for people stranded outside GB during the pandemic – because the normal temporary absence rules were already sufficient.
As long as he goes home at least once every 52 weeks, and as long as the care he is providing is still medically approved, and of course as long as the property he is claiming for is still his underlying normal home, you can continue paying HB.
