The RO valuation is for subsidy only. If you want to increase the ineligible service charges shown in the rent breakdown, you have to make your own case relying on the powers in Schedule 1 para 3. In turn, Sched 1.3 is only engaged if you consider the specified ineligible charges to be unreasonably low – the RO valuation might trigger your interest but it’s not sufficient evidence on its own and you can disregard it if in your judgement the charges are reasonable.
