pensioners generally cant get (receive) carers allowance because of the overlapping benefit rules -the State pension paid is more than could be paid for carers allowance – hence pensioners can have an underlying entitlement to carers allowance and therefore be awarded a carer premuium ( ie they satisfy the conditions for it, but get a contriutions based benefit so cant be paid it)
