I just looked back through the version history on HBINFO and that wording is there from the very start in 2006. I know that David started by pasting legislation.gov.uk content into the tables because I found a few retained footnotes when I was updating the legislation in 2021. That suggests that it wasn’t a transcription error by David and the anomalous wording was present in his source. What I mean is, he didn’t type the words in full so I doubt it’s a typo by David. Unfortunately he cannot tell us himself of course. I wonder whether there was a correction slip issued at some stage?
