I’m not entirely convinced that CCTV for general property surveillance is ineligible.
In our situation we use CCTV to cover entrance and also internally in common areas.

We never applied a one-off charge but made a depreciation schedule over 3 years giving a per tenant per week charge.

This should be more than adequate to be included as a service charge,

Yearly maintenance of the equipment is of course, a yearly charge which can be apportioned as a per tenant per week charge
