I too have encountered similar – the booking between the LA and the owner was for room only and the LA’s charge to the resident was for the same. The B & B owner (not, of course, the landlord for HB purposes) provided some breakfast but it was determined as an arrangement entirely independent of the liability as it did not have to be given. If the licence to occupy includes the provision of breakfast, however, that would be different.
