I have always submitted new evidence before the hearing, as it’s late notice mark the email urgent with hearing date in subtitle and send a copy to the appealant so they can read it before the session. If it’s face to face, take three copies with you incase they haven’t had time to send it from central office to the local office you are attending. My experience is that the judges are grateful you’ve sent the info before to give them time to read it.
