You cant refuse a DHP because its non commericial because its already been decided it is commercoal, hence th HB/UCHE being awarded
You may decide they dont need extra help with paying their rent, but deciding a DHP doesnt give you the power/autonomy to overturn a decision ob HB/UCHE
