Because it’s a fundamental eligibility requirement for CTR that the applicant is liable for Council Tax – s/he is applying for a reduction in his/her bill, not an income supplement. See Part 1 of Sched 1 to the Prescribed Requirements Regs – it’s a condition of entitlement in all Classes.
