The daughter was on a low income but never claimed HB as she didn’t consider herself liable for rent as her Mum dealt with that. If she had made a claim we would have probably paid it given that we were treating her as being liable for a third of the rent. The whole setting up of a joint tenancy was a bit of a cock up as landlord didn’t explain the various possible implications. It certainly wasn’t done to take advantage of the HB scheme.
So just to make sure i’ve got this absolutely right, I can’t treat the daughter as a non-dep?
