Good Advice Peter. If the quoted costs are outrageous, then reduce them. The question originally posed was whether it is allowable, IMHO it is.
You can restrict this service charge and CH/3677/2008 says that the LA does not need absolute evidence to restrict – the onus is on the Landlord to demonstrate that it’s kosher,
Good Practice would suggest that the Landlord be invited to amend the charge or justify it.
