Not sure I follow why whether the HA had a duty to them is relevant? Refusing a decant in itself doesn’t end responsibility as it really depends on the reasonableness of the offer and the refusal. If, for example, you had been traumatised by a fire then probably the single most insensitive and inappropriate thing you could do would be to offer a decant to somewhere nearby where every day they could smell the after effects or even see them.
Either way it seems nothing to the point. My next question is really about the termination. Is there some reason they’re not temporarily absent?
