when did you find out about all this?
He was on a passported benefit and you were advised he’d moved – you didnt know where – so thsts a reason to suspend his claim rather than end it
If the HB was in paym,ent/suspended up until the point he arrived backin your area, then that would be a closed period supersession and HB can continue
So when /why did ypou terminate his claim?
if you ended it because hed been evicted from A, then i think thats jumping the gun a bit, because you didnt know where he was/what he didnt have entitlement
if you were advised he’d moved out of borough and you cancelled while he was still iving out of borough, thats fine.
