Then I re-read it (!) and assume you are saying he is relying on that different earlier period to meet the 3 month “in hostels for homeless people” condition to avoid 1-bed shared LHA from applying?
If that is the case, I do not think it can help him. Aside from the placement not being for homelessness, there would need to be offered and received support for rehabilitation or to be resettled.
Whether a DHP is merited… I couldn’t say!
