I don’t see how that differs massively from social housing in that, even if there is clearly no succession etc. (such as a working age – under 55 – non-dep in a sheltered scheme) the HA/LA would usually negotiate some breathing space arrangement. I would hope MoD’s estate managers would show some similar reasonableness – especially if there are also children involved?
