My interpretation of liffe’s post is that this is a social sector case and the issue is bedroom tax. Liffe wants to know whether the father will count as an occupier on both claims or just the one to whom he sort of “belongs” as a carer.
The answer is both: for joint social sector tenants, you look at all the people who occupy the dwelling and all the bedrooms in the dwelling. If we accept that the father and mother are no longer a couple, we have four single people aged 16+ and four bedrooms so no bedroom tax for either claimant. See the three consecutive steps in Reg B13(2).
