If he’s been deported back to the UK, he immediately satisfies the habitual residence test without having to put down roots for a while first: HB(SPC) Reg 10(4A)(i)

Same goes for Pension Credit.

Attendance Allowance has a substantial past presence requirement though so he won’t qualify for that for a couple of years
