If it wasnt a scammer, and your customer gave away the money to a family member or friend, would your decision be different?
The issue is that the customer says they’d willingly do it all again if they had the funds – but to be depriviation it needs to be because the customer wanted to gain/increase an award of benefit and that was the intention when giving away the money

Sounds like the customer is lonely and vulnerable and the benefit entitlement may not have even crossed their mind while empying their bank account 🙁
