If they are housed by the location authority under a licence in temporary accommodation they are in temp.

Temp would be where the LA places someone to exercise a homelessness duty, or to prevent someone being homeless within the meaning in the homeless act.

At a guess the authority are placing them in temp as they dont have a settled address anywhere (so are in effect homeless) and working with them to facilitate their integration into the UK.

There is a big push on LA’s to support larger families fleeing violence so this is a fairly standard model to be able to support – without it the benefit cap would mean that LAs couldnt support families larger than (in my area and similar in most) 3 people.
