Looking at the 2024 up-rating Order, it appears that:

– ESA uprates from the beginning of the first benefit week to commence on or after 8 April (Article 30);
– state pension uprates from 8 April (Article 6)

If I am right about that, your claimant’s state pension will increase from 8 April and the partner’s ESA rate will increase from a day later in that week. This means that they are back on ESA(ir) before HB has had a chance to terminate from the 15th in accordance with Article 6(2)(b) of the No 31 Order. Therefore they can remain on HB.
