The required is that the premises are occupied by the person “as his home”:

“Any premises occupied in whole or in part—
(a) by a partner or relative of a single claimant or any member of the family *as his home* where that person has attained the qualifying age for state pension credit or is incapacitated”

If the barbers shop has living accommodation attached and the incapacitated relative lives on site, and the whole site is held under one property title, I’d say the disregard applies. But it would need all of those conditions to be met
