The direct provision of those services is not “on behalf” of the landlord, even if attendance is a tenancy condition. Those other agencies are not answerable to the landlord.

However, one way that a landlord can provide support is by encouraging tenants to stay engaged with other services they are using – making sure they don’t miss appointments, reminding them to take meds at the right time, reassuring them and persuading them not to give up if they are finding it hard going. On its own that might not be more than minimal support, but it can contribute towards the landlord’s overall support offering.
