The landlord states he uses the stairs , corridor and back door . the licence states the tenat as “sole use of ” the rooms. “access “to the premises is shared, not that the kitchem/living room is shared.

Its perfecty possible to pay a 1 bed rate if the customer has sole use of a bedroom and 1 other roon while still sharing some other common arrears.
Im not sure why you now think it should be a shared accommodation rate, as it seems to satisfy the one bed criteria. ( bedroom and dining kitchen for their sole use) – while sharing a utility , a corridor and the garden,.

Im not in Wales though so cannot comment on the validity of the agreement
