I wouldn’t have thought so – respite schemes are associated with short stays of 2-4 weeks where the care fee includes accommodation costs, and is intended, as the name suggests, to provide ‘respite’ to the person’s usual carers.

People who spend time in respite care would usually have another dwelling that they normally occupy as their home, so the respite scheme would not be the claimant’s ‘dwelling normally occupied as his home’.
