Yes I agree that it refers to a point within the 13 weeks when the LHA would no longer apply. This would be if the claimant moves to a new dwelling that is exempt from the LHA regs. It is basically a similar provision to Reg 12D (7)(b)(ii) which deals with a change of dwelling to an address where the LHA does apply.
At least I think it does.
