Thanks. I was hoping for some legal authority for the meaning of exceptional circumstances, and it does provide some in the following:
The fact it is in a local authority area and there may be other people whose cases are similar does not mean that it, or each of them, cannot reasonably be described as "exceptional." It will be a question of fact and degree in each case.
