I don’t think you are missing anything. The date of claim is either the date it is received (normal) an earlier date than the received date (backdating) or a later date than the received date (claim made in advance). I think all that GM 3.40 is saying is that the LHA rate for a claim in advance will be the received date and not the (later) date on which the authority treat the claim as made when it is actually decided.
