I have worked with 4 different authorities and none of them have recovered "overpaid" DHP's , unless, as graeme said , there was a msrepresentation of the facts on the application.
I am not sure what allows you to recover a DHP if correct info provided. Clearly, amending the DHP (or ending it and inviting a new app based on new circs) moving forward may be appropriate.
