I think if you were basing your decision on the statement of reasons alone (from a different decision and a subjective opinion from the judge) then you would be on shaky ground.
But as you are basing the decision on the evidence available it will be up to the judge whether to believe claimant or not. Your role in presenting the appeal is to help the judge make the correct decision, therefore, it is right to include the statement of reasons. It is up to the judge whether to take this into account but I would imagine the judge will question the claimant in detail.
