I now have the answer to my own question – thanks anyway!
as follows:
“The reg quoted is in the package of amendments to SI 2003/325 which has not yet been made and laid. It will amend the anniversary date provisions in 325, using the same sub-paragraph numbers, ie HB reg 68(9) – (12) and CTB reg 59(10)-(13)”
The DWP have excelled themselves with this reply, it coming back within 30 minutes of the question!
