Sorry, I think I have have misread the original post.  Without going into the ins & outs of Steiner basically if the child is over Compulsory School Age then it isnt a Child Care Charge its School Fees.

Reg 28 states

(7)The charges are paid for care which is provided by one or more of the care providers listed in paragraph (8) and are not paid—
(a)in respect of the child´s compulsory education;…………….

I suspect that the description 'Kindergarten' might have confused Tax Credits
