This does not add up. Unless she has some other income, receipt of carers allowance would merely reduce the ESA (IR) by the amount of carers allowance, but she would get the additional carer premium.
The termination of a passporting benefit is in any case of itself not sufficient for you to make a superseding decision terminating HB (CH/3736/2006, CH/1664/2009).
