If he has not stated that he has paid this within the assessment period and has not provided proof then dont include it. I would not assume he has renewed it. He has provided proof he was insured up to 31.1.17, but payment for this was made prior to the start of your assessment period so it cannot be included or apportioned. (unless of course you mean he was paying it monthly in whic case take for the period he has provided proof)
