That’s how it looks at the moment: the section of the WRA that allows this to be fixed has not commenced yet, and I have seen something somewhere that said they were aiming to have the new EP regs in force by October 2008. So it looks as if EPs will stay as they are for at least the first 6 months of the LHA era, which means they will be new claims and therefore the claimant will migrate to LHA even if s/he retains seamless in-work entitlement
